Couldn’t there just be some google maps / waze API that jurisdictions can enter speed limit information into for different days and times of the week, and just have the car query that?

Judging by just how incorrect information in Google Maps is, I'd say that's a terrible idea. It will be fed incorrect data, and never updated.
