California Supreme Court to review rooftop solar net metering (pv-magazine-usa.com)

Two things that blow my mind:

1. San Diego, CA has the highest electricity rates in the country and an excellent climate for Solar panels. Without legislation it would be a no-brainer to get solar, but California has managed to make it totally negative EV (no pun intended).

2. On my water bill, I pay $x per gallon of water used. Great. My electricity bill has 30+ individual line items for various surcharges, delivery charges, time-of-use comparisons, and this fancy banked-up net metering thing. Why are electric bills so complicated you need a CFA to understand them?

I had to put my PG&E bill into a spreadsheet to check if the numbers added up. Even then, fees, taxes and credits change month to month making it difficult to track.
