IMO it's totally possible for virtual experiences to help with loneliness, but not all experiences are equal. The differences between the status quo of social networking and real life interaction ought to be examined more closely.
Sounds about right. This is the norm based from my experience interviewing with startups as an engineer. It shouldn't be acceptable to waste candidates time like this. Yet there is every motivation to since it's basically IP for free.
I think a good intro to programming is video games, especially ones that let you build custom maps (for me it was Age of Empires and Starcraft). All the units and such can be seen as a huge metaphor for object-oriented programming. With some games you can also add in custom scripts. Of course this doesn't teach practical skill, but at least can get them thinking of the concepts while engaging them with something more exciting than hello world or a calculator.
First you need a government/organization that can scale. How much poverty/discontent/violence exists in the US today? How much are you willing to accept as a possible cost?
I agree, making information as widely available and accessible as possible can only be a net positive for a society in the long run. It would be interesting if business models shifted more towards crowdfunding.
