There will plenty of money to pay for the 12500 people that die because of those systems. (WHO says there are currently 1.25M dead each year from road accidents, if that reduces by 99% we'll have 12500 dead). Even if that costs $20B per year in liability, a company like Alphabet/Waymo can pay for it by the amount of money they are making in the actual self-driving tech.
