It's going to end up as a DRM war. Places where one class is not allowed to have effective tools for preserving life will need to outlaw unlicensed replicators. Like speech, these same places will attempt to ban bootleg 3d models, not just weapons.
I understand the overall arc of the point you're trying to make, but we have some of the least restrictive firearm laws in the world. If you can't legally buy a firearm in this country then you probably shouldn't own a firearm.
The point is that more laws will have a diminishing effectiveness, while also impacting only those who follow them. How strict current laws are, anywhere in the world, is beyond the point.
