Nobody really needed it as the will of the people was clear - no more threats of more of those "trains of friendships" full of Western Ukrainian nationalists, especially given all the quiet massive arming of those nationalists that had happened under the cover of the Ministry of Internal Affairs in the run up to the 2014.
