I usually schedule these on my calendar as small self-contained chunks, scoped to 25 minutes (recursively break the next actionable step into it)

That has helped me a bit in making progress on things that are important, but not really exciting, such as documentation.

Mandatory Note, this does not work, if you have a lot of such things to do,in which a team or role change would help.
