Maybe the title should be changed to something like "Optimizing 70% CPUs away with Rust" ? As it is now, it is quite clickbait-y as you don't have any idea of whether it is 700 out of 701 or 700 out of 70000.
I think the absolute gain is more relevant. 700 CPUs for one month costs what? 5k to 50k? Then it's worth doing for one sprint. On the other hand, 70% of 50 CPUs gains at most 2.5k. That's a maybe, maybe if the yearly maintanance cost is low enough.
Saying "Optimizing 70% CPUs" makes it easy for the reader to make the assessment that it's worth if for them. Giving a delta without a reference doesn't let the reader calculate if they stand to save 1% or 99%. Because the reader has to click to be able to make the assessment, it's bait.t
