It's hard not to feel sympathetic for any group of civilians subject to air bombing. In WWII this happened mainly in Germany and Japan, which were massively punished after 1941, specially in 1944 and 1945, when virtually no bombs fell in allied territory, and they were a punching bag for the allies.

Even in 1940 and 1941 more bombs were dropped in Germany than in England, who incidentally started the air raids, given Churchill thought this was a highly effective way of mining the morale is the enemy.

This in addition to purely sadistic expeditions like the bombing of Dresden, when the war was already over.

the war was mostly over, but Germany didn't surrender until May 8th. Last bombs fell mid-April. I don't think it was at all sadistic.

Both of these cases show the impossibility of humanity decency when confronted with such extremely powerful and totalitarian militaristic dictatorships. Even the opposing forces, in many ways, are forced to resort to the tactics and morality of their enemy. So you loose your moral high ground real fast if you fight dirty. Or you fight fair and loose the war. Either way the worst is inevitable.
