I read the whole article.

The final two sentences of the opening paragraph:

This is just bullshit, that can only be written by someone too immersed in web-centric development to understand the full scope of software development and design.



They were being intentionally hyperbolic. Most of the domains you listed have at least been touched by one web technology or another, whether that be JavaScript, HTTP, video codecs, etc. Nobody's saying literally all software, but virtually every domain has been affected at least a little bit by a web-related standard or technology. Chill out.
