Presumably, one would start by permitting scientists to publish their work whether or not the results were politically convenient


That is permitted now. What's not permitted is publishing in your employer's name but without that employer's consent.

A big research-related company here has an explicit step in the process where they ask whether the paper or talk is likely to be misunderstood or misrepresented, and so headlines will claim that [company name] says something that's wrong. Makes sense to me. I'm not happy about it, but it makes sense to me.
