It's happening all the time, for example AMD B450 boards received PCIe 4.0 compatability via a firmware update before AMD asked the mainboard manufacturers to pull the feature again.
Or now nVidia is offering DLSS 3.0 with their new Geforce 4000 cards, however it appears very likely that they could also do it with the older cards. Statements to the contrary seem far fetched. nVidia has done this in the past, too (RTX IO comes to mind).
