A government which allows one of its members to speak like this, and doesn’t kick them out of the government (let alone after repeated offense) is at least sympathetic to this speech. But given that he is by no means the only member of the government which repeatedly incites genocide or ethnic cleansing, I think it is more likely that the whole government supports this speech, and is aiming for these prospects.
