We already have blanketed the country with level 3 charging. You can reach 99% of the country solely using Tesla Superchargers. The non-average problem is solved. What we need to solve is the "can renters buy EVs knowing they will always have reasonably-priced place to charge" problem.

I think the authors of the article would opine that we don't have nearly enough DC fast-charging, actually (and I would agree).
