Why does the U.S. always run a trade deficit?
Just that they maybe were looking for an excuse and weren't genuinely that concerned about Kuwait.

It seems much more likely they were concerned about disruptions to energy which can immediately cripple an economy than some abstract vague mentions of using a different currency.
